Leo Bernard Jr. is a transformational program leader whose work has directly improved the daily lives of commuters across the Dallas region. Through his leadership in modernizing Dallas Area Rapid Transit (DART), he helped strengthen passenger safety, improve on-time performance, and increase service reliability for millions of riders. A defining achievement was contributing to the modernization of DART’s fare payment ecosystem through the GoPass platform, advancing open-payment capabilities and making transit access more convenient, transparent, and efficient for everyday riders. Alongside fare modernization, he supported improvements in real-time transit visibility, dispatch coordination, and onboard safety systems, helping create a safer and more predictable public transportation network serving working families, students, and businesses throughout the community.

Beyond public infrastructure, Leo has advanced the discipline of Project Management and PMO governance through data analytics and artificial intelligence. He developed modern governance frameworks that replace static reporting with real-time performance intelligence, culminating in the creation of Shinrai—an AI-enhanced execution platform designed to align project delivery with measurable value outcomes. His work has accelerated project throughput by more than 40% and generated over $100 million in documented portfolio impact by transforming PMOs into strategic engines of organizational performance.

Leo is a proud graduate of Paul Quinn College, Class of 2000, where he earned his degree in Business Administration. His commitment to service began at Paul Quinn under the mentorship of Van Howard and continues today through volunteer engagement with the U.S. Small Business Administration, where he supports entrepreneurs in building disciplined, sustainable businesses that strengthen their communities.
